Ministry of Industry and Information Technology: Accelerating the Recycling and Utilization of Power Batteries for New Energy Vehicles

The Ministry of Industry and Information Technology also introduced the achievements made in strengthening traceability supervision and recycling, cultivating comprehensive utilization industries, and consolidating the foundation and standard foundation.

Luo Junjie, spokesperson for the Ministry of Industry and Information Technology and director of the Operations Monitoring and Coordination Bureau, first introduced that with the rapid growth of new energy vehicles in China, the retirement of power batteries is also gradually increasing. While vigorously developing new energy vehicles, the Ministry of Industry and Information Technology has been focusing on the recycling and utilization of power batteries. This work is of great significance for protecting the ecological environment and social security, and improving the comprehensive utilization of resources; At the same time, it is of great significance to promote the healthy development of the new energy vehicle industry. In recent years, the Ministry of Industry and Information Technology has made efforts to promote the recycling and utilization of power batteries in accordance with the ideas of strengthening supervision and services, cultivating comprehensive utilization industries, and consolidating the foundation of technical standards.
Specifically, in terms of strengthening traceability supervision and recycling, a series of policies such as the "Interim Measures for the Management of Recycling and Utilization of New Energy Vehicle Power Batteries" have been issued and implemented, and a producer responsibility extension system has been initially established with automobile production enterprises as the main players. The Ministry of Industry and Information Technology, relying on the national platform for traceability management, has strengthened the supervision of the full lifecycle traceability of power batteries and established a two-level regulatory mechanism at the national and local levels. At the same time, the Ministry of Industry and Information Technology has accelerated the construction of a power battery recycling system. As of the end of September, 171 new energy vehicle production and comprehensive utilization enterprises have set up 9985 recycling service outlets in 31 provinces, municipalities, and cities across the country.
In terms of cultivating comprehensive utilization industries, we will continue to promote pilot work in 17 regions including Beijing Tianjin Hebei and China Tower Corporation, and strengthen cross regional cooperation and industrial chain synergy. The Ministry of Industry and Information Technology implements standardized management and cultivates 26 standardized enterprises for the classification and recycling of waste power batteries. At the same time, the management system for hierarchical utilization has been improved, and the Ministry of Industry and Information Technology has successively issued the "Management Measures for Hierarchical Utilization of New Energy Vehicle Power Batteries", which clarifies the relevant requirements for the entire process of production, use, and recycling of hierarchical products.
In terms of consolidating the foundation and standard foundation, a number of key technologies for the comprehensive utilization of power batteries, such as non-destructive testing of retired batteries, heterogeneous compatible hierarchical energy storage, and high-value utilization of materials, have been supported to achieve breakthroughs, and a number of advanced and applicable technological equipment have been promoted. At the same time, the Ministry of Industry and Information Technology, in conjunction with relevant departments, has formulated and released a batch of standards for residual energy testing, hierarchical utilization requirements, dismantling specifications, etc., to guide the improvement of the level of technology for the recycling and utilization of retired batteries.
Next, the Ministry of Industry and Information Technology will accelerate the promotion of the recycling and utilization of new energy vehicle power batteries from the aspects of regulations, policies, technology, standards, and industries. The focus will be on the following aspects: firstly, accelerating the legislation on the recycling and utilization of power batteries, improving regulatory measures, and increasing constraints. Strengthen the management of hierarchical utilization, implement a voluntary certification system for hierarchical products, and guide the healthy and orderly development of the market. The second is to improve the recycling system, strengthen online and offline collaborative traceability supervision, and urge relevant entities to implement traceability management responsibilities. The third is to strengthen technological innovation, break through the current technological bottlenecks such as consistency of retired batteries and automated dismantling, and continue to promote the release of a batch of national and industry standards. The fourth is to deepen pilot demonstrations, innovate business models, accelerate the construction of demonstration projects for secondary utilization such as backup power, and continuously cultivate backbone enterprises for secondary utilization and recycling.
